The Regular Meeting of the President and Board of Trustees was called to order at 7:00 p.m. on Monday, January 30, 2023 by President Davis. Members present were Nicole Busch, Ruth Foley, Dan Wenzel and Janet Werner. Members John Duerr and Nathan Wills were absent. Also present were Steve Stadel, Village Treasurer, Margaret Townsend, Village Clerk and Ron Duerr.

Werner moved, Foley seconded that the Minutes of the December 26, 2022 Regular Meeting be approved as read. All voted aye.

The Treasurer’s Report was reviewed. Steve Stadel reported he renewed a $150,500+ CD in Water funds at 3.5% today. Busch moved, Wenzel seconded to accept the Treasurer’s Report as presented and to place it on file. All voted aye.

The January bills were reviewed. Foley moved, Werner seconded that the January bills, with the addition of one to Jo Daviess County GIS in the amount of $210.00 for Zoning maps, and one to Monroe Trucking in the amount of $290.12 for plow parts, be approved for payment. On roll call vote, all voted aye.

PUBLIC HEARINGS/CORRESPONDENCE

A) S.M. Chamber – Steve Stadel reported from the Chamber January meeting: 1) they kept the same slate of officers with Melissa Dittmar as President; the music they are providing for the 170th celebration has all been booked; and, they are working on plans for a float to enter into the Galena Halloween parade and would welcome ideas for a theme.

B) Letter from JCWIFI – Price Increase – JCWIFI Internet Services are planning a price increase effective March 1, 2023. The increase will be approximately 10% a month. There is service, at no cost, to 3 hotspots in the Village, the Stone House, the Village Park and the S.M.R.A. Park. Stadel stated he has had to reset the service in the Town Hall several times. The service is actually provided by Mediacom. Davis will check on the condition of the service in the town park and the ballpark.

C) Congratulations to Board Member Nicole Busch & Husband on the birth of Son – The Board expressed congratulations to Nicole and Brandon and big brother Cohen in welcoming their son and brother, baby Kase.

D) Other – Clerk Townsend presented a $50 check which was donated by Rebecca Peters, Freeport, IL in memory of Wayne Oellerich to be used by the Park District. It was agreed to purchase a flag to be flown outside the Town Hall in Wayne’s memory. A Thank You note will be sent to Rebecca Peters.

PUBLIC WORKS

A) Monthly Report – 1) Update on SCADA System – Ron Duerr stated Brian is still waiting for a pump for the system. 2) Update on Lead Pipe Inspection – Due to Ron’s time being consumed by weather related duties, he will discuss the Stockton lead pipe inspection process with Dale Roberts soon and report back at the March Regular Board Meeting.

ORDINANCE VIOLATIONS/ADMINISTRATIVE LAW – Wayne Moyer has contacted Board Members expressing an interest in setting up a meeting with the Committee when he returns from vacation.

OLD BUSINESS

A) Restrooms at Town Hall – Update – the floors in the restrooms have been coated and look nice. It was agreed to have the contractor continue up the walls about a foot to “tie it all in together”. It was also agreed that the walls and the stall dividers need painting. Steve Stadel will get that work scheduled.

B) Front Porch on Stone House – Update – Nothing new.

OTHER COMMITTEE REPORTS

A) Finance – No Report

B) Park & Special Projects – No Report

C) Public Events & Safety – 170th Celebration Update – The next meeting will be March 1st. Werner reported they sent out over 60 letters to businesses soliciting participation on the flyers for the celebration. They are slowly trickling back in. There is a deadline of 2/18/23 to return an entry.

D) Trees & Sidewalks – No Report

E) Ordinance/Policy – Committee Report on Proposed Policy/Procedure Handbook – President Davis stated that he and Ruth Foley have been working on the information to put into a handbook. Ruth had sent out information she had put together and Davis has worked with her to fine tune it. Clerk Townsend suggested going through the Minutes since the Policy Book was made and extracting policies and procedures which were made. They will continue to work on this.

NEW BUSINESS

A) Review Closed Session Minutes from the Past 6 Months – There were no Closed Sessions held during the past six months.

B) Statement of Economic Interest – IML – Clerk Townsend reported that the Illinois Municipal League has objected to the changes made to the 2022 & 2023 Statement of Economic Interest forms. They report that “the changes have proven confusing, frustrating or invasive for individuals that are required to file”. They will continue to pursue clarification of the questions on the form. Board Members will receive a form for 2023 which needs to be filed by the May 1, 2023 deadline.

C) Other – Nothing

BRAINSTORMING – (1) A question was asked about the status of the mile and a half sign west of Scales Mound that the Village owns. Nothing more has taken place regarding that sign. (2) Compliments to Ron Duerr on a good job of plowing snow around vehicles parked along the streets. Please be considerate and move such vehicles when it snows.

ADJOURNMENT – Foley moved, Wenzel seconded that the Meeting be adjourned at 7:50 p.m. All voted

aye.
