The Regular Meeting of the President and Board of Trustees was called to order at 6:30 pm on Monday, May 26, 2026.
The members present were Nicole Winter, Ruth Foley, Deven Morgensen, Janet Werner, Kristy Hesselbacher, Tami Koons,
Village Clerk, and Marissa Marquith, Village Treasurer. Also present was Chet VanRaalte, Zach Winter, Dave Fosler, Ron
Duerr, Jerry and Fran Edwards, and Dave Hoffender.
APPROVAL OF MINUTES – Regular Meeting April 27, 2026 – Hesselbacher moved; Werner seconded to approve the
minutes from the Regular Meeting April 27, 2026, to be approved as read. All voted aye.
TREASURERS REPORT
The Treasurer’s Report was reviewed. Werner moved; Foley seconded to approve the Treasurer’s Report as read. All voted
aye.
APPROVAL OF BILLS
The monthly bills were reviewed. Hesselbacher moved; Werner seconded that the April 2026 bills to be approved as
presented. On roll call, all voted aye.
CITIZENS COMMENTS/COMMUNICATIONS
A) Citizens Comments – None.
B) SM Chamber – Music in the Park is on Saturday June 13, 2026, at 3:30 pm – 10:00 pm
C) Contact Us Submissions – None.
D) FOIA Requests – 3 – The Data Branch – All FOIA requests were responded to on time.
E) Other – None
ORDINANCE VIOLATIONS/ADMINISTRATIVE LAW REPORT – Ordinance violations were discussed and letters
will be sent out.
PUBLIC WORKS
A) Monthly Report – Chet reported that he added mulch to the Village properties, roughly 90 yards of mulch. The sewer
line near Townsend Storage sheds and Steve Stadel Insurance have been fixed, playground equipment fixed and Chet
will rebuild the steps on the monster truck. One load of gravel and six loads of cold patch were used this month. Chet
will get ahold of Dan Davis for a quote and help with the Methodist church sidewalk. Chet inquired if he should be
putting grass seed and straw in the areas the new water main was put in or if he should wait. New mower is running
well. At the park, the baby Swing is broke, and we need to replace it, Morgensen will order the new baby swing. 4H is
responsible for the Flags and weeding around the Veteran’s Memorial Park. Fixed a picnic table from the park by
adding new legs and paint. Hesselbacher moved and Werner seconded to approve the purchase of a new baby swing for
the park. On roll call, all voted aye.
ZONING REPORT
A) Monthly Report – Zach Winter reported 1 building permit for Remm Outdoors for an addition between the two
buildings.
OLD BUSINESS
A. INI Cross Connection – Survey’s will be mailed out by June 1, 2026, and must be returned to the Village by June
15, 2026.
B. OMA Certifications – Reminder that all members for the board need to complete the OMA certification for 2026.
C. Environmental Survey – President Winter is hopeful to have an update at next meeting.
OTHER COMMITTEE REPORTS
A) Street/Maintenance – None.
B) Sewer/Water – None.
C) Finance – None.
D) Park & Special Projects – None.
E) Public Events & Safety

i) Spring Clean-up – June 6, 2026, from 9 am – 11 am – Dumpsters will be located at the Rec park. A post will be
created. It will be noted that this is for Scales Mound residents only. Deven Morgensen, Nicole Winter and Janet
Werner will be present at this event.
F) Trees & Sidewalks – The tree by James/Donna Birkett’s house is waiting to be scheduled to take down. The tree will be
taken down as soon as possible.
G) Ordinance/Policy – None.
H) Development – None.
NEW BUSINESS
A. Winter – TIF Extension Request – Nicole spoke with Matt Keegan, and he stated that there is no need to amend
the contract. Zach stated he has four (4) Windows to finish and finish painting the outside of building – Extension
requested for 6 months. Morgensen moved; and Foley seconded to approve a six (6) month for Zach Winter’s TIF
extension request. On roll call, all voted aye.
B. Rec Liquor License – Special Event – Music in the Park – Morgensen moved; Hesselbacher seconded to
approve the liquor license and waive the special event fee. On roll call, all voted aye.
C. CCR Certification Form / CCR Annual Drinking Water Quality Report – These reports will be posted for a
minimum of 30 days, and anyone can request a copy from the village clerk and pick up at Stone house –
Hesselbacher moved; Morgensen seconded to approve and this report and post. On roll call, all voted aye.
D. Jo Daveiss County Letter of Support – Nicole Winter was approached by the county grant writer about signing a
letter of support for a round-a-bout at the corner of Stagecoach Rd and Elizabeth Scales Mound Road. The county
is trying to obtain a grant for this project as IDOT has determined this is the most dangerous intersection in the
county. The Village board approved signing and emailing a letter of support back to the county for their grant
application.
E. Other – Foley reported on her attendance at the Mitigation meeting last week she brought up having an electric
emergency sign.
BRAINSTORMING – None.

ACTION FROM CLOSED SESSION – None.
ADJOURNMENT – Foley moved; Morgensen seconded that the meeting be adjourned at 7:17 pm. All voted aye.
