Special Meeting of the Board of Trustees

Stone House
July 7, 2025
6:30 P.M.

The Special Meeting of the President and Board of Trustees was called to order at 6:29 p.m. on Monday, July 7, 2025. The
members present were Ruth Foley, Nicole Winter, Kristy Hesselbacher, Deven Morgensen, Joshua Altfillisch, and Janet
Werner. Village Clerk Tami Koons was present.

PRESIDENT PRO-TEM – Foley Moved; Werner seconded to appoint Nicole Winter as President Pro-Tem. All voted
aye.

Unemployment Claim – Rudd – The Board received a notice from Illinois Department of Employment Security regarding
John Rudd filing unemployment after a voluntary resignation. The Village responded by the due date to protest the
approval of unemployment benefits.

Employee Policy Manual – A) Winter met with attorney, Hailey Wills to review and refine verbiage within the Employee
Policy Manual created by Morgensen. The Board discussed additional edits. Werner moved; Altfillisch seconded to
approve the updated Employee Policy Manual.

CLOSED SESSION – Foley moved; Hesselbacher seconded to go into Closed Session at 6:45 PM to discuss personnel.
All voted Aye.
A. Personnel – Review candidates for the Village Maintenance Position
Foley moved; Hesselbacher seconded to come out of closed session at 7:23 PM.

ACTION FROM CLOSED SESSION –
A. Hire Maintenance Employee – Foley moved; Morgensen seconded to extend an offer for the Village
Maintenance Position to Chet VanRaalte. On roll call vote, all voted aye.

BRAINSTORMING – 1) Contact Us Forms will be reviewed at monthly Board Meetings, and a response will be
generated post-discussion of action is deemed necessary. 2) The County will handle removal and reinstallation of any
signage outside of Village limits due to specific requirements. Ruth will contact the County to verify the relevant
ordinance(s) and report the findings at the next meeting. 3) Hesselbacher provided an update on violation letters sent out.
4) Morgensen proposed discarding the old and broken chairs in the Stone House. There were no objections; everyone
agreed to proceed with disposal.

ADJOURNMENT – Werner Moved; Altfillisch seconded that the meeting be adjourned at 7:42 PM. All voted aye.
