The Regular Meeting of the President and Board of Trustees was called to order at 6:30 p.m. on Tuesday, May
27, 2025. The members present were Nicole Winter, Ruth Foley, Deven Morgensen, Kristy Hesselbacher, Janet
Werner, and Joshua Altfillisch. Carrie Stier, Jerry and Fran Edwards were also present. Village Clerk Tami Koons
was absent. Zach Winter arrived at 6:43 pm, Village Treasurer Marissa Marquith arrived at 6:49 pm, and Dave
Fosler arrived at 6:57 pm.
PRESIDENT PRO-TEM
Werner moved; and Altfillisch seconded to appoint Nicole Winter as President Pro-Tem. All voted aye.
APPOINTMENT OF VILLAGE PRESIDENT
Nicole Winter announced that we do have a potential candidate that is willing to take on the role of Village
President. He will be eligible as a resident in October 2025. His name is Jason James. Per Hailey Wills, Village
Attorney we can appointment President Pro Tem until next meeting as she is researching.
APPROVAL OF MINUTES – REGULAR MEETING APRIL 28, 2025, OPEN AND CLOSED; SPECIAL MEETING MAY 5,
2025, OPEN, SPECIAL MEETING MAY 13, 2025
Werner moved; and Hesselbacher seconded the Regular Meeting April 28,2025, Open and Closed. Special
Meeting May 5, 2025, and Special Meeting May 13, 2025, as read. All voted aye.
TREASURERS REPORT
The Treasurer’s Report was reviewed. Hesselbacher moved; Werner seconded to accept the Treasure’s Report
as presented and to place it on file. On Roll Call vote, all voted aye.
APPROVAL OF BILLS
The monthly bills were reviewed, Werner moved; Foley seconded that the May bills be approved for payment.
On Roll Call vote, all voted aye.
CITIZENS COMMENTS/COMMUNICATIONS
A) Citizens Comments – 1) Jerry Edwards asked what the update is with Truck Route signs that the County
ordered. Foley reported that she called the County to check on the truck route sign order placed last year
through Steve Kieffer. Steve told the Village the signs were ordered and in. Now that Steve is retired, we are
working with his replacement who has no knowledge of the sign order or where the signs may be. The Village
will continue to look into this but thus far we have not gotten anywhere with the County. 2) Werner suggested
that John Rudd, Village Maintenance trim around the truck route sign.
B) S.M. Chamber – Music in the Park on June 7, 2025.
C) Contact Us Submissions – 1) A resident complaint on Franklin St for garbage, garbage cans and excessive
animals by an anonymous resident. The Village will notify the resident by letter. 2) A Suggestion to add a
separate tab for Contact US on the Website. The Village will contact Craig to add this to the website.
D) FOIA Requests – None.
E) Other – 1) Hesselbacher stated that she had a request to add more gravel by Altfillisch building on
Washington Street. 2) Nicole Winter expressed her gratitude to the Flag Crew Dean Walls & Steve and
Margaret Townsend for making the Town look nice for Memorial Day.
ORDINANCE VIOLATIONS/ADMINISTRATIVE LAW REPORT
1) Nicole Winter received a complaint about nails sticking out of a fence on Szynkowski and Hesselbacher
property. The Village will send a letter to get this issue fixed. 2) Dump truck and other vehicles sitting in
the same spot for an extended period and covering sidewalks on Franklin St, near Wills garage, Kristy will
talk to Nathan. 3) Werner will speak to Beliz to remove dirt covering the sidewalk on Main Street.
PUBLIC WORKS
A) Monthly Report 1) The board is still waiting on a quote from Randy for the fire house project. Water
connection project locations are not 100% accurate on the map, still pending. 2) Bushes need to be trimmed
around the Truck Route Signs and grass seeds need to be planted on Korte/Winter property from the Altfillisch
water/sewer connection. 3) Sproule’s pumped at the lift station due to excessive buildup from wipes being
flushed. The Village would like to remind residents not to flush wipes.
ZONING
A) Monthly Report – 1) Meghan Davis submitted a Building Permit which is pending approval.
OLD BUSINESS
A) Water Main Replacement – None
B) Rebuild Illinois Bond Funds – Unassigned Funds Usage – Waiting to hear back from Tyler Gould with IDOT.
OTHER COMMITTEE REPORTS
A) Street/Maintenance – None.
B) Sewer/Water – None.
C) Finance – None.
D) Park & Special Projects – None.
E) Public Events & Safety – None
F) Trees & Sidewalks – None.
G) Ordinance/Policy – None.
H) Development – None.
NEW BUSINESS
A) Lift Station – 1) Main Breaker – Outage – Mark Travis, Zach Winter and Scotty Ohms pulled-out the pump
and rebuilt it and it is now working. 2) Scotty Ohms will work with ComEd to work on a power shut off at
the Lift Station.
B) Permit Guide – Morgensen made the edits to the quick guide and is ready to be posted.
C) Review Draft Agreement of Village/Township Park Restroom Facilities – 1) Werner stated that she met
with Brian, and he gave her the keys as Werner will be cleaning the bathrooms for the summer. 2)
Morgensen drafted an agreement and will have Hailey, attorney and the Township review.
D) Jo Daviess County Community Planning Retreat Update – 1) Foley attended the retreat and the Illinois
Planning Grant, and the County wants to work more with municipalities and the county working together.
They will strongly push for a five (5) year plan.
E) IDOT Informational Meeting Update – Foley attend the IDOT meeting on May 22, 2025, they addressed
several grant opportunities from the railroad grants for roads, emergency road grant, Tyler Gould, Field
representative with IDOT is willing to come out to discuss options. IDOT stated we need to make sure
sidewalks are ADA accessible from the roads.
F) Other – None.
BRAINSTORMING – None.
CLOSED SESSION – Morgensen Moved; Werner seconded to go into Closed Session at 7:24 pm to discuss
personnel. All voted aye.
Foley moved; Hesselbacher seconded to move out of closed session at 8:20 pm. All voted aye.
ACTION FROM CLOSED SESSION – None.
ADJOURNMENT – Foley moved; Altfillisch seconded to be adjourned at 8:20 pm. All voted aye.
