Regular Meeting of the Board of Trustees

The Regular Meeting of the President and Board of Trustees was called to order at 7:00 p.m. on Monday, November 28, 2022 by President Davis. Members present were Nicole Busch, John Duerr, Ruth Foley, Dan Wenzel and Janet Werner. Also present were Steve Stadel, Village Treasurer, Margaret Townsend, Village Clerk and Ron Duerr.

Duerr moved, Foley seconded that the Minutes of the October 24, 2022 Regular Meeting be approved as read. All voted aye.

The Treasurer’s Report was reviewed. Werner moved, Busch seconded to accept the Treasurer’s Report as presented and to place it on file. All voted aye. A short discussion was held on the delinquent utility bills. Ron Duerr will place shutoff notices on the doors of those with delinquent accounts tomorrow.

The November bills were reviewed. Two bills were added, one in the amount of $60.74 to Mulgrew Oil for LP; and, one in the amount of $779.58 to Genesis Power for service work on the generators. Foley moved, Duerr seconded that the November bills, with the two additions, be approved for payment. On roll call vote, all voted aye.

Nathan Wills entered the meeting at 7:10 p.m.

PUBLIC HEARINGS/CORRESPONDENCE

A) S.M. Chamber – The Christmas Party was well attended and everything went over well.

B) SMFD – Euchre Tournament – A solicitation was received from the Scales Mound Fire District for a donation to their annual fundraiser which will be a Euchre Tournament on Saturday, January 21, 2023. No action was taken.

C) Lyons Lab – Increase Lab Charges Effective 12/01/22 – A letter was received stating that due to an increase in lab expenses and materials, Lyons finds it necessary to implement a rate adjustment.

D) Notice from State of IL – Non-Compliance/Audit – Notice has been received from the State that the Village is not in compliance with Audit requirements/deadlines. The Auditors have been made aware of the situation and will hopefully get the needed information together.

E) Other – Nothing

PUBLIC WORKS

A) Monthly Report – 1) Update on SCADA System – Nothing further done this month. 2) Other – Nothing

B) Operation/Maintenance/Streets Committee Report – No Report

C) Sewer & Water Operations Committee – No Report

ZONING – President Davis presented the following building permits and fees: Bernie Muchow – Shed; Eagle Point Solar for Gary Saam Construction for solar panels; Bader Custom Cabinets – Shed; Kevin Stier – Deck and Remodel house on Franklin Street; Daniel Schellberger – remodel office at Franklin Street Business. Davis also presented a bill for Joe Lee, Zoning Administrator, for 16 permits for a total of $637.60. There were no objections from the Board to add this to the bills.

ORDINANCE VIOLATIONS – Discussion was held on ordinance violations and Administrative Law. Busch agreed to go with Davis to East Dubuque to learn the computer system for Administrative Law tickets, etc. They will set up an appointment with the East Dubuque City Clerk. A list of 7 persons in violation of the ordinance regarding inoperable/unlicensed vehicles was put together. Clerk Townsend will send out letters regarding those violations.

OLD BUSINESS

A) Restrooms at Town Hall – Further discussion was held on upgrading the restrooms at the Town Hall. A suggestion was made that the floors be recoated. Steve Stadel will discuss this with the Township Board.

B) Front Porch on Stone House – Davis stated he has spoken with Baranski. Baranski asked for pictures of the original porch and then he will put something together from them.

C) File Petitions for April Election with Village Clerk December 12-19, 2022 – Clerk Townsend stated that candidates for the April, 2023 election can file their petitions with her during the time period of December 12th through the 19th.

D) Information/Discussion on Lead Pipe Inspections – Ruth Foley shared with the Board information on what the Village of Stockton, IL is doing regarding the lead service line inspection requirements. The information was reviewed and Ron Duerr will have Dale Roberts talk to Stockton to see if their method is satisfactory to the EPA requirements.

OTHER COMMITTEE REPORTS

A) Finance – Discussion on Tax Levy Ordinance Timeframe – Davis opened the discussion stating he feels that it isn’t necessary to go for the 9% and he would suggest going for the usual 5%. Ruth Foley discussed how PTELL, EAV, the tax limiting rate and the CPI all affect determining what the rate should be. A Hearing will be held.

B) Park & Special Projects – No Report

C) Public Events & Safety – 170th Celebration Update – They are working on the parade entrants and advertising. The next meeting will be November 30th.

D) Trees & Sidewalks – Ruth Foley – New Information on Availability of Trees – Ruth reported she discussed the trees with Jeremey Soppe who said the trees are bigger sized for less than $200.00.

E) Ordinance/Policy – No Report

NEW BUSINESS

A) Truth in Taxation Hearing Date 12/07/22 – A Public Hearing for a proposed Property Tax Increase for the Village will be held on Wednesday, December 7, 2022 at 6:30 p.m. at the Stone House. A Special Board Meeting to act on the Tax Levy Ordinance will immediately follow the Public Hearing.

B) Scales Mound Post Prom Letter/Request – Foley moved, Werner seconded to approve a donation to the Post Prom Party in the amount of $100.00 in Chamber Bucks. On roll call vote, all voted aye.

C) Christmas Bonuses – Foley moved, Werner seconded to pay Scales Mound Chamber Bucks as follows: Ron Duerr – $250.00; Steve Stadel – $200.00; Margaret Townsend – $200.00; Joe Lee, Zoning Administrator – $50.00. On roll call vote, all voted aye.

D) Other – Nothing

BRAINSTORMING – 1) Janet Werner brought up again how dark Germain and Provost Avenues are later in the evening after ballgames. It is attributed to the new street lights that don’t shine out as far as the old ones did. 2) Lawnmower – the old mower will be cleaned up and advertised for sale in the spring. 3) Truck – still looking for a 4500-5500 gas plow truck.

CLOSED SESSION – None

ADJOURNMENT – Duerr moved, Wills seconded that the meeting be adjourned at 8:30 p.m. All voted aye.
