7:00 P.M.

Due to the COVID-19 Coronavirus pandemic, and in accordance with Governor JB Pritzker’s Executive Order No. 5 Section 6 which states that “during the duration of the Gubernatorial Disaster Proclamation, the provisions of the Open Meetings Act, 5ILCS 120 requiring or relating to in-person attendance by members of a public body are suspended”, the Scales Mound Village President and Board of Trustees agreed to hold a video conferencing abbreviated meeting.

President Davis called the meeting to order at 7:00 p.m.   Members present by video conference were Nicole Busch, Shannon Driscoll, Lindsey Duerr and Ruth Foley as well as James Davis, Steve Stadel, Village Treasurer and Margaret Townsend, Village Clerk.  Members John Duerr and Bernard Trebian were present by phone conferencing.

The Minutes of the February 24, 2019 Regular Meeting were corrected as follows:  On Page 1 under the Zoning Report, it should state:  Lee stated that as the Zoning Ordinance prohibits the destruction of historic structures, he cannot act on the permit until the building. . . . . . .   L. Duerr moved, Driscoll seconded that the Minutes be approved as corrected.  All voted aye.

The Treasurer’s Report was reviewed.  Steve Stadel stated due to economic hardships caused by the COVID-19 virus, he assumed the Board would not want to enforce the delinquent utility account shutoff policy.  There were no objections from the Board.  He also pointed out the new Cannabis Use Tax income.  This tax is collected state wide and distributed monthly based on population.  Foley moved, L. Duerr seconded to accept the Treasurer’s Report as presented and to place it on file.  All voted aye.

The March bills were reviewed.  Foley moved, Busch seconded that the March bills be approved for payment.  On roll call vote, all voted aye.

Review and Act on Bids for Stone House Building Addition – Board Members had previously received copies of the bids and a recommendation from Fehr Graham.  Davis asked for comments or questions on the bids; there being none, he asked for a motion.  Foley moved, L. Duerr seconded to accept the recommendation of Fehr Graham for the lowest, responsible and responsive bidders as follows:  Excavation, Site Work, Concrete Work, Flat Work and Demolition, Faulkner Builders Corp.; Rough Framing and Demolition, Faulkner Builders Corp.; Finish Carpentry, Thistle Group, LLC.; Flooring, Montgomery Timmerman, Inc.; Mechanical & AC, Montgomery Timmerman, Inc., Electrical, Montgomery Timmerman, Inc., Plumbing, Montgomery Timmerman, Inc.  On roll call vote, all voted aye.

Davis will contact Bridgett Stocks at Fehr Graham tomorrow with the acceptance report.  She will then set up a preconstruction meeting.

Other:  1) reports have been received that someone is driving a dirt bike on the Village streets.  This is against Village ordinances and if it continues, the person will be spoken to by Board Members.

2) Easter Party – it was decided to not hold a party this year due to the Coronavirus Pandemic.

ADJOURNMENT – Foley moved, L. Duerr seconded that the meeting be adjourned at 7:30 p.m.  All voted aye.
